No details were give, but Sky TV reported on Wednesday that Frankfurt will pay a base fee of €21 million ($24.3 million) for the 27-year-old.
Frankfurt had been after Doan for a while as coach Dino Toppmöller wants more depth on the wings.
Doan came to Freiburg in 2022 and played an important role in their run to fifth place last season. He scored 26 goals and had 23 assists in 123 Freiburg matches. Doan also has 57 Japan caps, with 10 goals and nine assists.
“Ritsu Doan has proved his real quality over recent years in the Bundesliga and brings with him the type of skills that will help up achieve our goals,” Frankfurt board member for sport Markus Krösche said.
Frankfurt finished third last term to qualify for the Champions League, thanks to victory in Freiburg on the final matchday.
