Bayern have already made two offers for Woltemade, but both were rejected by Stuttgart.
Speaking during the presentation of new signing Luis Diaz, Bayern board member for sport Max Eberl said: "We have made an offer. The offer was not enough for us to come to the table. And that is the current state of affairs."
He hinted, however, that Bayern are not done with their summer transfers.
Woltemade reportedly reached an agreement with the German record champions, but the clubs are far apart when it comes to the transfer fee.
Woltemade's agent, Danny Bachmann, recently confirmed to dpa that Bayern had offered €55 million ($62.8 million) in their latest bid. However, Stuttgart reportedly wants at least €65 million for the player.
Stuttgart chairman of the board Alexander Wehrle recently said that they would be open to transfer talks for a very high transfer fee.
"We're not giving him away. He will continue to play football with us next season," he said. But if "something extraordinary" comes up, then "we're all professionals enough to talk about it," Wehrle added.
Woltemade, 23, has a contract with Stuttgart until 2028. He helped the team win the German Cup last season, earned his first two senior Germany caps in June, and was top scorer at the U21 Euros where Germany reached the final later that month.
Bayern are keen on Woltemade because he can play as a number 10 in the absence of the injured Jamal Musiala, but can also deputize for - and in the future replace - main striker Harry Kane.
